For centuries, the Ukrainian voice has been the target of systematic erasure. From the 1863 Valuev Circular, which declared that the language 'did not exist, does not exist, and cannot exist,' to the 1876 Ems Ukaz, which banned the printing and import of Ukrainian books, imperial and Soviet regimes sought to reduce a rich European culture to a 'simple' peasant dialect.
